How safe is our drinking water?

This is our water filter that is installed at the point of entry to our house. After a year ++ its "laundry" time.Look at how dirty is the 'linen'( not sure what it is made up of?) that is rolled in the filter.

The pictures shown is step by step from the moment the filter is being opened by the technician.
